Child Support
Child support policies have also contributed to the growth in father
absence families. The 1996 Reform Act required single mothers to assign
their child support rights to the state and to identify fathers in order
to establish paternity as a condition for receiving welfare support.
Nevertheless, the aggressive child support enforcement practices had
inequitable effects on many non-custodial fathers. Most support laws
require the low-income fathers to pay higher proportions of their income
for support than middle and upper-income fathers. |
